Career Guidance for Youth in Bila Tserkva: How the Community, Education, and Business Shape the Workforce of the Future
Career guidance for young people is becoming a key driver of sustainable community development and Ukraine’s economic growth. On January 6, 2026, an information and communication event took place in Bila Tserkva, dedicated to building a modern career guidance system for school students.
The event brought together the local community, educational institutions, and businesses around a shared goal — developing human capital and preparing future professionals for the labor market.
On January 6, 2026, Bila Tserkva hosted the event “The Future We Choose: How the Community Supports Career Choice”, which gathered students, parents, and educators from partner general secondary education institutions.
The event marked an important step toward implementing a systemic approach to youth career guidance and workforce development at the community level.
The initiative was held within the DECIDE project, in partnership with the Bila Tserkva City Council, the Department of Education and Science, educational institutions, and local business partners. The venue was the Strategic Development Agency, with around 40 active participants attending.
Career Guidance as an Investment in Community and Economic Development
The event was organized by Kateryna Harmash, Career Coordinator of the Bila Tserkva City Territorial Community and Deputy Director for Educational Affairs, who oversees educational and industrial development initiatives and career guidance programs at the Bila Tserkva Industrial Park.
For the industrial park, youth career guidance is not a one-time initiative, but a long-term strategy aimed at building a sustainable talent pipeline for residents and industrial enterprises in the region.
Career guidance is viewed as a strategic investment in the local economy and industrial workforce, ensuring long-term competitiveness and stability.
During the event, participants emphasized that a structured career guidance system:

Seven Steps Toward a Modern Youth Career Guidance System
Participants were introduced to seven collaborative steps for implementing a modern career guidance system in communities as part of the National Pilot Program for Career Guidance for Children and Adolescents.
Analyzing Youth Expectations and Needs
Special attention was given to the results of a survey conducted among students of general secondary education institutions as part of a stakeholder analysis of career guidance activities in the community.
The findings made it possible to:

better understand students’ motivations and expectations;

identify gaps between perceptions of professions and actual labor market demands;

establish a solid foundation for further decisions at the community, education, and business levels.
Education and Business: A Practical Model of Cooperation
A dedicated session focused on practical cooperation between education and business. Participants were presented with real examples of collaboration between the Bila Tserkva Industrial Park and educational institutions, with a strong emphasis on the current workforce needs of the local economy.

The event concluded with an interactive workshop, during which participants exchanged ideas and сформed a shared vision for the next steps in advancing career guidance initiatives within the community.
The conclusion was unanimous: such initiatives help young people better understand their potential, define their career paths, and feel motivated to take action today.
Through continuous dialogue between the community, education, and business, we collectively shape the future — preserving, rebuilding, and developing the economy of Bila Tserkva and Ukraine as a whole.
